When securing records in ServiceNow, you generally have two options. You could use Security Rules which show "Number of rows removed from this list by Security constraints" message on the front end. Or you could use before query business rules to pull in only required number of records.
There are several more considerations to this decision than simply showing a message in the list layout, so take a call accordingly.
